Here is the trick: Click the Create New Account link and then at the bottom of that next screen you will see a link that will let you cancel the process. You will then login using your local account.

Windows Update Cleanup Saves Huge Disk Space in Your Root Drive | Next of Windows
The update only works on Windows 7 with service pack 1 and above, meaning that in order to take great advantage of this new update, you will need to install service pack 1 on Windows 7 systems, if you haven’t done so. One thing you need to be aware of is that once you run Disk Cleanup wizard to have all windows update cleaned up, you won’t be able to roll back to a superseded update.

TeraCopy is designed to copy and move files at the maximum possible speed. It skips bad files during the copying process, and then displays them at the end of the transfer so that you can see which ones need attention. TeraCopy can automatically check the copied files for errors by calculating their CRC checksum values. It also provides a lot more information about the files being copied than its Windows counterpart. TeraCopy integrates with Windows Explorer's right-click menu and can be set as the default copy handler.
