Unlock Vista's Administrator Account.  Open an elevated command prompt.  Either type cmd into the search box on the start menu and press Enter or right click the command prompt icon at the top of the Start menu, and then select RUN AS ADMINISTRATOR.  Second...enter the command net user administrator /active:yes AND PRESS ENTER.  FROM NOW ON, THE ADMIN ACCOUNT WILL APPEAR AS AN OPTION ON THE WELCOME SCREEN, ALONG WITH OTHER USER ACCOUNTS THAT YOU MAY HAVE SET UP. 

LOG IN AND SET YOUR USER PASSWORD.  iF YOU WANT TO DISABLE, USE THE COMMAND:  NET USER ADMINISTRATOR/ACTIVE:NO AND PRESS ENTER.
